First off the whole traffic shaping started a while back in university settings. I live in Massachusetts and major universities were part of the area I worked in. What happened was the students put so much load on the bandwidth and the plant was not designed for that with the few nodes on that grid. Well they did traffic shape to control slow surf an node problems ..so screw them. I can tell you first hand what a bunch of snakes comcast are…I worked for them for years.
